南北韓聯絡辦事處揭牌成為兩韓直接溝通窗口

（中央社記者姜遠珍首爾14日專電）南北韓共同聯絡事務所（辦事處）今天在北韓開城工業園區正式揭牌成立，將成為南北韓直接溝通的窗口，雙方會在此就鐵路及公路對接、非核化進程和經濟合作等進行討論。

南韓統一部長官趙明均、北韓祖國和平統一委員會委員長李善權等南北韓相關人士出席揭牌儀式。

南韓聯合新聞通訊社報導，南北韓領導人4月27日在板門店南韓轄區「和平之家」舉行南北韓高峰會，並簽署「板門店宣言」，時隔140天之後，雙方積極合作成立聯絡辦事處。

趙明均致詞時表示，南北韓自此可以365天24小時討論南北韓關係等相關事宜，聯絡辦事處為南北韓溝通帶來新轉機，承載著「板門店宣言」和全民族的共同期盼，為南北韓關係開啟全新歷史篇章，是南北韓共建和平的象徵，聯絡辦事處將成為南北韓直接溝通的窗口。

李善權致辭則表示，聯絡辦事處是在全民族灌溉下結成的碩果，有必要加快落實關乎民族前途的「板門店宣言」，能在南北韓舉行平壤歷史性會談之前啟動聯絡辦事處具有深遠意義。

致辭後，趙明均和李善權等人為聯絡辦事處揭牌，隨後前往3樓會場討論聯絡辦事處運作，並簽署交換「關於聯絡辦事處結構及運營的協議書」。雙方還計劃每週召開一次所長例會。

南北韓聯絡辦事處是一棟4層樓建築，2樓和4樓分別供南韓和北韓使用。雙方將在這裡就南北韓鐵路及公路對接、現代化和山林合作等落實「板門店宣言」的具體方案進行討論，今後還將配合非核化進程討論南北韓經濟合作等問題。

報導指出，今天出席活動的南韓人士包括南韓統一部次官（副部長）兼南北韓聯絡辦事處南韓所長千海成、青瓦台國安及外交官員、多個政黨議員、學者以及開城工業園區進駐南韓企業人士等50多人。

北韓方面則有北韓對南韓宣傳統戰機構祖國和平統一委員會副委員長兼南北韓聯絡辦情趣網站事處北韓所長田鐘秀及國土環境保護省、體育省、民族經濟合作委員會等官員。

南北韓高層於4月27日就設立南北韓聯絡辦事處達成協議，6月在兩韓高階會談上決定將南北韓聯絡辦事處設在開城工業園區內並計劃8月揭牌，但因美國國務卿蓬佩奧（Mike Pompeo）訪問北韓等因素影響延遲至今。

南韓政府當局表示，將視今後南北韓關係進展，繼續將南北韓聯絡辦事處擴大發展為在平壤和首爾互設的常駐代表處。（編輯：林憬屏）1070914

However, the two existing female northern white rhinos are not able to bear calves because of poor health. Scientists therefore hope southern white rhino females will be able to carry the northern white embryos to term. That means putting the embryo inside a female southern rhino so that she can give birth.
